Establishes a joint legislative review committee on state plans relating to carbon dioxide emissions from existing power plants, consisting of four committee chairs and four appointed legislators from both chambers.

Requires the director of environmental quality to develop and enforce a state plan regulating carbon dioxide emissions from existing electric generating units in compliance with federal Clean Air Act rules.

Mandates the director submit proposed state plans to the joint legislative review committee at least 90 days before submitting to federal administrators, allowing the committee 60 days to review based on specified factors including grid security, economic impacts, and ratepayer effects.

Exempts proposed rulemaking under this section from governor's regulatory review council approval but requires notice to the legislative committee when rules are submitted for publication.

Specifies that submission of a state plan does not waive any legal challenges to federal carbon dioxide emissions regulations or impair the state's ability to contest the lawfulness of such regulations.
