Repeals Arizona's death penalty and replaces all sentences of death with sentences of natural life imprisonment with no possibility of commutation, parole, or release.

Retroactively applies to all death sentences imposed before the effective date of the act by requiring courts to strike death sentences and impose natural life sentences instead.

Removes capital offense provisions from Arizona criminal statutes, including repealing sections 13-752 through 13-759 governing capital sentencing procedures and eliminating death penalty references from first degree murder statutes.

Modifies appellate jurisdiction and bail statutes to remove death penalty-specific provisions, including changing requirements for criminal appeals and bail determinations that previously excluded capital cases.

Updates various procedural statutes related to postconviction relief, extradition, and other criminal justice matters to eliminate references to capital punishment and death sentences.
