Establishes a joint legislative study committee on character education consisting of eight members including legislators from both chambers, a Department of Education director, a governor's council representative, and representatives from school counselor and teacher organizations.

Committee shall select a chairperson and develop a list of approved character education curricula for kindergarten through grade twelve that teachers can use as alternatives to third-party vendor programs.

Department of Education and state board for charter schools shall provide staff and support services to the committee, which must hold open public meetings.

Committee members receive no compensation but are eligible for expense reimbursement under Arizona Revised Statutes title 38, chapter 4, article 2.

Committee must submit findings and recommendations report to the governor, speaker of the house, and president of the senate by January 1, 2016, with the committee automatically repealing on September 30, 2016.
