Amends Arizona Revised Statutes Section 34-451 to rename the "governor's energy office" to "governor's office of energy policy" throughout the statute.

Requires state agencies, universities, school districts, and community college districts to purchase at least 10 percent of their energy requirements from green sources (solar, wind, landfill gas, low-impact hydroelectric) by July 1, 2020.

Mandates that all existing state buildings exceeding 50,000 square feet conform to Leadership in Energy and Environmental Design (LEED) existing buildings standards by July 1, 2020.

Requires all new or leased state buildings to conform to LEED green building rating system standards as prescribed by the governor's office of energy policy.

Maintains existing energy conservation standards and reduction requirements, including 10 percent energy use reductions by July 1, 2008 and 15 percent reductions by July 1, 2011 for department of administration, Arizona board of regents, and department of transportation buildings.
