Removes reporting requirements for lobbyists and principals regarding expenditures on food/beverages, speaking engagements, travel/lodging, and flowers.

Changes expenditure reporting categories to focus on salary/compensation, professional services, plaques/recognition, informational material, and other expenditures instead of the previous meal and entertainment-based categories.

Eliminates special event reporting requirements that previously mandated disclosure of all expenditures for legislative parties, dinners, athletic events, and other functions to which entire chambers or committees are invited.

Removes the entertainment ban exception for special events and entertainment incidental to speaking engagements, making the entertainment prohibition more comprehensive.

Maintains gift limits of $10 per calendar year and prohibits gifts designed to influence official conduct for state officers and employees.
