Requires high school students to pass a civics test identical to the U.S. citizenship and immigration services naturalization test by correctly answering at least 60 of 100 questions in order to graduate or obtain a high school equivalency diploma, beginning in the 2016-2017 school year.

Allows students who fail the civics test to retake it multiple times until achieving a passing score, with school districts and charter schools determining the method and manner of test administration.

Requires school districts and charter schools to document on student transcripts that the civics test requirement has been passed.

Exempts special education students from the civics test requirement unless passing the test is specifically required in their individualized education program as agreed upon by parents and the IEP team.

Officially names the legislation the "American Civics Act."
