Adds section 36-2903.09 to Arizona Revised Statutes governing the Arizona Health Care Cost Containment System (AHCCCS).

Requires licensed pharmacists who are AHCCCS providers to ensure members do not use cash payments to circumvent contractor oversight of controlled substance use.

Mandates pharmacists notify both the contractor and prescriber when a member attempts to pay cash for controlled substances instead of using AHCCCS benefits.
