Amends Arizona Revised Statutes Section 15-132 regarding certification of exchange teachers and professors.

Replaces the term "promulgated" with "adopted" when referring to state board of education rules for exchange teacher certification.

Adds "or professor" to the statute to clarify that temporary certificates apply to both exchange teachers and professors from foreign countries and other states.

Requires that exchange teachers and professors meet training and background standards equivalent to the local teacher or professor with whom the exchange is made.
