Amends Section 30-127.01 of the Arizona Revised Statutes relating to water rights of the Arizona Power Authority.

Replaces references to "sections 30-123, 30-123.01, 30-124, and 30-127 and 30-127.01" with "this section" for clearer statutory language.

Clarifies that the provision does not affect state laws governing control, appropriation, use, or distribution of water used in irrigation or any vested water rights.

Preserves the rights of the state, landowners, appropriators, and water users in interstate and intrastate streams.
