Prohibits waiver of court fees and costs for civil actions filed by pro se litigants previously declared vexatious by any court, except in domestic relations and child support cases.

Requires courts to order applicants to pay deferred or waived fees and costs if they are found to be vexatious litigants during the pendency of an action.

Allows parties to request amended vexatious litigant designations if new evidence emerges or if the court did not rule on the original request during the case, even without a pending case.

Defines "vexatious conduct" to include repeated frivolous filings, unreasonable delay of proceedings, actions lacking substantial justification, abuse of discovery, repetitive information requests, and repeated filing of previously ruled-upon documents.
