Prohibits persons convicted of specified animal abuse offenses from adopting, fostering, owning, or having care or custody of any animal in their household.

Applies to convictions for intentional or knowing violations of animal cruelty statutes (A.R.S. § 13-2910, subsections A paragraphs 1-3), certain animal neglect violations (subsections A paragraphs 4 or 9, § 13-2910.01, § 13-2910.03), and second or subsequent violations of § 13-2910.09.

Requires persons prohibited from possessing animals to transfer all animals in their care to another person outside their household within ninety days of conviction.

Allows convicted persons to apply for restoration of animal ownership rights no less than two years after conviction, except those with second or subsequent convictions of specified offenses or third or subsequent violations of § 13-2910.09.

Violation of the prohibition is classified as a class 1 misdemeanor.
