Makes technical edits to charter school definitions and procedures to accommodate Indian tribe-chartered educational institutions as charter school sponsors.

Updates charter school sponsorship requirements and oversight provisions to include Indian tribe-chartered colleges and community colleges alongside traditional sponsors (school districts, state boards, universities, and community college districts).
