Expands eligibility for Arizona empowerment scholarship accounts to include children who were awarded educational scholarships pursuant to section 43-1504 and continue to attend a qualified school.

Modifies the funding calculation to exclude small school weights prescribed in section 15-943, paragraph 1 for children enrolling in empowerment scholarship accounts for the first time after the effective date of this amendment.

Updates language in section 15-2402, subsection C by changing "per cent" to "percent" for consistency in statutory terminology regarding fund allocations.

Allows students who previously qualified for empowerment scholarship accounts to remain eligible for renewal until high school completion, regardless of changes to their multidisciplinary evaluation team plan.
