Amends high school graduation requirements to allow pupils who transfer credit from charter schools, school districts, or Arizona online instruction to challenge denial of core credit through examination aligned to state competency requirements.

Prohibits school districts and charter schools from charging fees to pupils taking examinations to obtain academic credit for courses previously completed in Arizona online instruction or other public schools in the state.

Modifies section 15-808 regarding Arizona online instruction programs, including standards for course providers and schools, probationary status requirements, and accountability measures.

Requires schools administering tests to pupils in online instruction to use assessments aligned to relevant state academic standards when evaluating competency for credit purposes.

Maintains existing provisions for daily logs tracking pupil participation in online instruction, funding calculations at 95 percent for full-time and 85 percent for part-time online students, and academic integrity requirements including proctored state standardized tests.
