Exempts law enforcement, safety personnel, and drivers of authorized emergency vehicles while performing official duties.

Classifies violations as nonmoving civil traffic violations with tiered penalties: $100 for first violation, $300 for second or subsequent violations (when no accident involved).

Increases penalties to $500 if violation occurs during a motor vehicle accident, or $10,000 if the accident results in death.

Requires law enforcement to document on accident reports when a wireless communication device was used to send or receive a written message at the time of an accident.
