Removes the requirement for contractor license applicants to submit their current privilege license number issued under section 42-5005.

Eliminates the requirement for non-residential contractor applicants to submit a detailed statement of current financial condition, except for swimming pool contractors who must still submit this documentation.

Applies retroactively to December 31, 2014, making the changes effective as of that date.

Designates the act as an emergency measure operative immediately upon passage.
