Establishes a standard design requirement for all special license plates issued after the effective date of this section.

Requires each special plate to include a three-inch square area designated for a logo or message and a separate message area on the bottom of the plate.

Grants the Department of Motor Vehicles authority to determine the standard design of special plates and approve all logos or messages displayed on them.

Aims to reduce confusion for law enforcement and crime witnesses by creating consistency in license plate appearance and improving readability across the state.
