Prohibits applying coverings, substances, electronic devices, or electrochromatic film to license plates that would obscure numbers, characters, year validating tabs, or jurisdiction name from any angle without department authorization.

Requires license plates to maintain visibility of the state name at the top and remain clearly legible at all times.

Establishes civil penalties of $30 for first violation of plate obscurement provisions, increasing to $100 for violations occurring within 12 months of a prior violation.

Peace officers cannot stop or cite drivers solely for obscured state name violations unless there is reasonable cause to believe another motor vehicle law violation has occurred.
