Establishes a 24-member Highway User Fee Replacement Task Force to develop alternatives to Arizona's motor vehicle fuel tax and use fuel tax, with membership balanced across Maricopa County (50%), Pima County (25%), and other counties (25%).

Requires the Task Force to gather public comment and by December 15, 2016, determine the design of pilot programs to test alternative revenue collection methods and establish evaluation criteria.

Directs the Department of Transportation to implement pilot programs by October 1, 2017, to test alternative technologies and methods for identifying vehicles, collecting mileage data, and receiving payments from participants.

Allows the Department to solicit volunteer participants for pilot programs, issue emblems to exempt participants from fuel taxes, and refund any fuel taxes paid by participants in the program.

Repeals sections 28-377, 28-378, and 28-379 on September 30, 2025, making this a temporary task force with an approximate 10-year lifespan.
