Amends vehicle towing registration requirements to specify that towing companies or sole proprietors must register with the Department of Public Safety, obtain a surety bond of $100,000, and obtain a permit.

Creates new Article 4 governing "private property trespass towers" (towing companies that remove vehicles from private property without owner permission), including requirements for record-keeping, insurance coverage, signage, and vehicle storage security.

Requires private property trespass towers to notify law enforcement within 20 minutes of towing a vehicle, post maximum rates approved by the department, accept multiple payment forms, and maintain a three-year record of all vehicles towed.

Prohibits private property trespass towers from towing vehicles if the owner is present and willing to remove it immediately, from covertly monitoring properties without warning signs, and from charging unauthorized fees.

Establishes enforcement authority for the Department of Public Safety with civil penalties up to $5,000 for violations, along with dispute resolution procedures for vehicle owners disputing towing costs.
