Establishes a capital punishment study committee consisting of 20 members including legislators, judges, prosecutors, public defenders, attorney general, and citizen representatives appointed by legislative and executive officials.

Committee must conduct a comprehensive study of capital punishment administration in Arizona and determine whether it is consistent with constitutional principles and administered rationally, fairly, and accurately.

Committee members receive no compensation but are eligible for expense reimbursement; a majority constitutes a quorum; members select their own chairperson.

Committee must submit findings and recommendations to the governor, senate president, and house speaker by December 1, 2015, with a copy provided to the secretary of state.

Committee and this statute are repealed effective December 31, 2015.
