Allows the director to issue up to 25 beer festival licenses per calendar year for each licensed domestic microbrewery, for a total of up to 75 calendar days per microbrewery.

Beer festival licenses authorize sampling of domestic microbrewery products, sale for on-premise consumption, and sale in original containers for off-premise consumption, with a fee of $15 per event.

Permits the director to issue beer fair licenses to any domestic microbrewery for sanctioned county or state fairs with fair organizer permission, at a fee of $15 per event, with the same sampling and sales authorizations.

Requires approval from the board of supervisors for events in unincorporated areas or from the governing body of a city or town for events held within their jurisdiction.

Bill requires a two-thirds affirmative vote in both houses of the legislature to take effect and is dedicated to the memory of Christopher Wilson.
