Amends Arizona Revised Statutes Section 15-808 to replace references to "the state board for charter schools" with "state-approved charter authorizers" throughout the online instruction statute.

Redefines selection and sponsorship of online course providers and online schools to allow state-approved charter authorizers to sponsor charter schools as online providers, alongside the state board of education's authority over district public schools.

Adds new definition of "state-approved charter authorizer" as any charter school sponsor authorized pursuant to section 15-183.

Removes requirement that the state board of education and state board for charter schools "jointly" develop standards for online instruction approval, allowing authorizers to develop standards independently.

Makes conforming changes to funding, reporting, and accountability mechanisms for online instruction programs under the new charter authorizer structure.
