Amends Arizona Revised Statutes section 41-1516 to clarify definitions and requirements for the healthy forest enterprise incentives program administered by the Arizona commerce authority.

Repeals sections 43-1076, 43-1076.01, 43-1162, and 43-1162.01, which provided income tax credits related to healthy forest enterprises.

Removes references to the repealed income tax credit sections from section 43-222, which establishes the income tax credit review schedule for the joint legislative income tax credit review committee.

Requires an affirmative vote of at least two-thirds of both houses of the legislature for passage and takes effect immediately upon the governor's signature or upon a three-fourths legislative vote if the governor vetoes the bill.
