Allows foster children to remain in their current school through high school graduation and to enroll immediately without penalties for unpaid fees, missing records, or lack of proper clothing.

Permits foster children who transfer after 10th grade to graduate with state board requirements alone (without additional district requirements) if principals certify the child was on track and cannot reasonably complete extra requirements.
