Amends Arizona Revised Statutes Section 8-103 to change language regarding adoption eligibility for married couples from "husband and wife" to "married couple."

Removes the provision that gave placement preference to married couples over single adults when all other relevant factors for child placement are equal.

Retains the requirement that adoption placement decisions prioritize the safety, social, emotional, physical and mental health needs of the child, with marital status and relationship stability as factors for consideration without order of preference.

Maintains existing consideration factors for adoptive placement including sibling placement, established relationships, prospective parents' ability to meet the child's needs, child's wishes if age 12 or older, and availability of support systems.
