Allows homeschooled children and online charter school pupils to participate in interscholastic activities at public schools in their attendance area on the same basis as enrolled students.

Requires primary instructors of homeschooled students or administrators of online charter schools to verify that students are receiving passing grades and maintaining satisfactory progress.

Homeschooled students and online charter pupils who transfer from a private or public school are ineligible to participate in interscholastic activities for the remainder of that school year.

Online charter school pupils may be charged a reasonable fee (not to exceed $200 per activity per school year) to participate in interscholastic activities, with the fee paid by the online charter school rather than the pupil.

Prohibits school districts from contracting with private entities that supervise interscholastic activities if those entities ban participation by homeschooled children or charter school pupils.
