Amends Arizona Revised Statutes § 1-215 to add a new definition of "renewable energy" that includes solar, wind, hydroelectric, pumped storage, flywheel storage, hydrogen, geothermal, biomass, biomass baseload energy, and nuclear energy from uranium fuel rods containing 80% or more recycled nuclear fuel and natural thorium reactor resources under development.

Amends Arizona Revised Statutes § 40-201 to add a new subsection B defining "renewable energy" in the context of electric utility regulation to include hydroelectric, pumped storage, flywheel storage, hydrogen, geothermal, biomass, biomass baseload power, and nuclear energy sources fueled by uranium fuel rods with 80% or more recycled nuclear fuel and natural thorium reactor resources under development.

Applies the renewable energy definition to rules and orders adopted by the Arizona Corporation Commission pursuant to Chapter 40 of the Arizona Revised Statutes.
