Amends Arizona Revised Statutes Section 35-192 to authorize the governor to declare an emergency for events posing a significant, immediate and ongoing threat to the operations of a military installation.

Adds military installation threats as a new category (item 6) of contingencies that can trigger emergency declarations and authorization for disaster relief expenses, alongside existing categories such as invasions, epidemics, floods, and acts of God.

Allows the state to incur liabilities and expenses from the general fund to mitigate emergencies arising from military installation threats, subject to existing limitations including the $4 million annual fiscal year cap on total disaster liabilities.

Maintains existing oversight requirements including approval by the governor or adjutant general for each contingency, state emergency council approval for liabilities exceeding $200,000, and auditor review and reporting on expenditures.
