Amends Arizona Revised Statutes Section 13-3875 to impose a new requirement that sheriffs may not permit cross-certification of federal peace officers unless the sheriff and deputies are authorized to enforce federal laws, including immigration laws.

Requires federal peace officers seeking cross-certification in Arizona to obtain a certificate from the Arizona peace officer standards and training board, in addition to existing requirements for federal certification and written request to the sheriff.

Maintains existing provisions allowing federal peace officers who complete basic training and submit proper documentation to exercise all law enforcement powers of Arizona peace officers for one year.

Cross-certification remains valid for one year from the date authorized by the sheriff.

Maintains existing liability protections stating that neither the state nor political subdivisions are liable for acts or failures to act by federal peace officers.
