Establishes the Arizona Election and Ethics Commission as a six-member body with appointments by the governor, legislative leaders, and other statewide officials to investigate campaign finance and ethics violations.

Transfers investigatory, compliance, and enforcement duties for campaign finance and political committee activities from the Secretary of State to the new commission, effective 2016.

Grants the commission power to conduct investigations and hearings on campaign finance and ethics complaints, issue advisory opinions, impose civil penalties up to $5,000, and subpoena witnesses and evidence.

Prohibits commission investigations into election results, legislative election disputes, or judicial officer conduct, and requires the commission to observe separation of powers principles.

Establishes the commission with a four-year sunset date, terminating on July 1, 2025, with the underlying statute repealed on January 1, 2026.
