Prohibits local authorities and state agencies from using photo enforcement systems to identify violators of speeding, traffic control device violations, or related city/town ordinances.

Repeals existing sections 28-1202 through 28-1206 and 28-1602 of Arizona Revised Statutes that previously governed photo enforcement system operations and procedures.

Removes the definition of "photo enforcement system" from section 28-601 and establishes a new section 28-1202 that explicitly bans photo enforcement system use for traffic violation detection.

Eliminates provisions requiring law enforcement agencies to inform violators of citation rights when using photo enforcement systems, and repeals related service procedures for photo-based citations.

States legislative intent to keep law enforcement authority with trained officers rather than private entities and to ensure law enforcement serves public safety rather than revenue generation.
