Amends Arizona Revised Statutes section 15-202 regarding state board of education meetings and operations.

Requires a majority of all board members to validate any act or decision of the state board of education.

Establishes that the state board shall hold four regular meetings annually at times it directs, with special meetings callable by the presiding officer.

Authorizes board members to receive travel expenses and subsistence reimbursement under title 38, chapter 4, article 2, paid from the general appropriation bill.

Provides immunity from personal liability for board members acting in good faith within their authority during duly constituted meetings with majority board approval.
