Increases the property damage threshold for requiring a complete written accident report from $1,000 to $5,000.

Law enforcement officers must still file a written report for accidents resulting in bodily injury, death, damage exceeding $5,000, or issuance of a citation.

For accidents with damage of $5,000 or less with no citation or injury, officers must file a reduced report containing only minimum required information including date, location, party identification, and accident description.

Both complete and partial accident reports must be completed either at the accident scene or within 24 hours after investigation.

Maintains existing restrictions on report access, prohibiting release for commercial solicitation purposes while allowing access to involved parties, insurers, attorneys, and other authorized entities.
