Allows improvement districts to be formed to provide enhanced public services (public safety, fire protection, refuse collection, street cleaning, landscape maintenance, planning, transportation, parking) at higher levels than provided elsewhere in the community.

Permits expedited district formation when all real property owners sign a petition, allowing the governing body to skip publication and posting requirements for the resolution of intention.

Exempts residential properties with four or fewer units per building from assessment unless they are specifically benefited by the higher-level public services provided by the district.

Allows municipalities to add adjacent territory to an existing district through resolution if conditions are met, including newspaper publication, public hearing, and written notice to property owners, unless a majority of affected property owners file written objections.

Allows improvement districts formed before this amendment to continue operating even if the area is no longer within a "designated area," provided specific conditions are met regarding prior designation period, property ownership concentration, and property owner objections.
