Adds requirement that sponsors consider "making sufficient progress toward academic performance expectations" as one of the most important factors when deciding whether to renew or revoke a charter.

Requires charter school sponsors to submit annual reports to the auditor general by October 1 each year, including number of authorized charters, academic/operational performance data, new approvals and closures, and copies of application and renewal processes.

Authorizes auditor general to review annual reports for compliance and report significant noncompliance to the governor and legislature by December 31, with legislature to consider revoking sponsor authority.

Makes technical corrections to section 15-185 regarding small school weight calculations for charter holders holding more than one charter.
