Amends Arizona Revised Statutes section 45-516 regarding poor quality groundwater withdrawal permits.

Changes the pronoun reference from "he" to "the director" for grammatical consistency when describing the director's determination authority.

Allows the director to issue permits for poor quality groundwater withdrawal to non-irrigation users for periods up to 35 years based on the estimated life of the groundwater source.

Requires the director to monitor groundwater withdrawals under these permits and terminate them if the conditions for issuance no longer apply.
