Transfers operational authority of the mining and mineral museum from the Arizona Historical Society to the Arizona Geological Survey, establishing it as the "mining, mineral and natural resources educational museum."

Establishes a mining, mineral and natural resources educational museum advisory council with representatives from mining, agriculture, livestock, tourism, timber industries, plus two public members and one each from the House and Senate.

Authorizes the state geologist to operate the museum, including accepting donations and grants, collecting entrance fees, operating a gift shop, employing a curator, and providing educational programming.

Creates a separate mining, mineral and natural resources educational museum account within the geological survey fund to be funded through donations, grants, entrance fees, and annual allocations from the Arizona centennial special plate fund.

Transfers $428,300 and one full-time position from the Arizona Historical Society to the geological survey for fiscal year 2015-2016 to operate the museum, and transfers all unexpended monies from the centennial special plate fund to the new museum account.
