Amends Arizona Revised Statutes Section 45-272 to make technical corrections by replacing "prior to" with "before" in multiple locations throughout the statute.

Clarifies that stockpond owners with ponds constructed after June 12, 1919 and before August 27, 1977, with capacity not exceeding 15 acre-feet and no prior litigation, have valid water rights with priority dating to construction.

Establishes that water rights issued by permit, certificate, or application filed before August 27, 1977, as well as Colorado River rights and pre-1919 registered rights, have priority over stockpond water rights claimed under this article.

Sets March 18, 1996 as the deadline for persons to file claims of water right under this article to establish priority as of the filing date, with amendments allowed before completion of hearings.

Prohibits construction of stockponds of any size after August 27, 1977 without director approval of a permit application to appropriate water.
