Adds definition of "telepractice" to allow behavioral health services through interactive audio, video, or electronic communication in a secure platform compliant with telemedicine requirements, effective November 1, 2015.

Requires the board of behavioral health examiners to establish academic review committees for each professional area to review applications and make recommendations on educational requirements, work experience, and curriculum approvals.

Authorizes the executive director to dismiss complaints found to be without merit, with board review available within 30 days and final determination at the next regular board meeting.

Modifies licensure by endorsement requirements to remove the requirement that applicants met education and supervision standards in effect when originally licensed in another state.

Clarifies supervised work experience requirements by adding minimum timeframes (not less than 24 months for certain practice levels) and adjusts clinical supervision hour requirements for marriage and family therapists from 200 to 100 hours.
