Amends Arizona Revised Statutes section 5-568 to redirect unclaimed lottery prize money into three separate funds instead of two.

Changes the allocation of unclaimed lottery prizes from 70% to state lottery prize fund and 30% to court appointed special advocate fund, to 55% lottery prize fund, 30% court appointed special advocate fund, and 15% tribal college dual enrollment program fund.

Establishes a new tribal college dual enrollment program fund under section 15-244.01 to be administered by the Department of Education.

Fund monies are distributed to compensate tribal colleges for tuition and fees waived to allow high school students to attend tribal college classes, including electronically provided classes.

Fund sources include unclaimed lottery money, legislative appropriations, and gifts or grants from public or private sources, with investment earnings credited to the fund.
