Establishes an industrial hemp study committee with 8 members including two state senators, two representatives, farm association representative, county attorney, sheriff, farmer, agriculture director, and University of Arizona dean.

Committee must identify beneficial uses of industrial hemp and examine economic opportunities for production and manufacturing in Arizona.

Committee shall review federal government and other states' actions regarding industrial hemp.

Committee must submit findings and recommendations report to the governor, house speaker, senate president, and secretary of state by September 1, 2016.

Committee is repealed effective December 31, 2016.
