Repeals subsection D of Arizona Revised Statutes section 28-3153, which required proof of legal presence in the United States as a condition for issuing or renewing driver licenses and nonoperating identification licenses.

Eliminates the requirement for the department to verify that an applicant's presence in the United States is authorized under federal law.

Removes the prohibition against accepting driver licenses from other states as primary identification if those states do not require lawful presence verification.

Eliminates rules requiring procedures for verifying applicant status in the United States and issuing temporary driver permits pending such verification.
