Adds Chapter 9 to Title 38 (Arizona Revised Statutes) to establish organizational rights for state employees and their organizations.

Requires state departments to allow employees to join employee organizations and to recognize organizations with at least 1,000 state employee members at the bargaining table.

Mandates departments meet and confer with qualified employee organizations regarding hours, wages, benefits, and terms and conditions of employment at least once every two years, or upon request in good faith.

Establishes a voluntary mediation process if meet and confer negotiations reach impasse, with a neutral third-party mediator facilitating discussions and the governor making final binding decisions on any agreements.

Prohibits employee organizations and employees from engaging in sick-outs, work slowdowns, strikes, or actions that disrupt service delivery, while preserving departmental authority over hiring, discipline, work assignments, and operational efficiency.
