AZ SB1232

Establishes the Public Employee Bargaining Act (Article 7, Title 23, Chapter 8) creating a framework for collective bargaining rights for Arizona public employees including state workers and political subdivision employees.

Creates a Public Employee Labor Relations Board consisting of three members appointed by the governor to administer the act, designate bargaining units, conduct representation elections, certify exclusive representatives, and resolve labor disputes through mediation and arbitration.

Grants public employees the right to form labor organizations, engage in collective bargaining on wages, hours and terms of employment, and prohibits strikes; prohibits public employers from engaging in lockouts and requires good faith bargaining on wages and working conditions.

Establishes prohibited practices for both public employers (interference with employee rights, discrimination, refusal to bargain in good faith) and employees/labor organizations (strikes, picketing homes of officials, discrimination based on union membership).

Sunsets the Public Employee Labor Relations Board on July 1, 2025, and repeals the entire Public Employee Bargaining Act on January 1, 2026.
