Creates Article 7 in Arizona Revised Statutes Title 23, Chapter 8 to govern representation expenses for nonunion employees in collective bargaining units.

Allows labor organization contracts to require nonunion employees to reimburse actual costs of grievance representation, capped at the amount of member dues during the most recent contract period.

Defines "actual costs of grievance representation" as expenses for staff time, transcripts, attorney fees, and arbitrator costs related to processing grievances, excluding political activities and internal union matters.

Permits employees to reimburse costs through monthly payments equal to normal membership dues, with labor organizations able to sue for payment if reimbursement doesn't begin within 30 days after grievance resolution.

Preserves the right of nonunion employees to self-represent or retain their own legal counsel in grievance processes without being charged representation fees.
