Amends section 15-552 of Arizona Revised Statutes to extend the alternative teacher development program termination date from July 1, 2016 to July 1, 2020.

Appropriates $10,000,000 from the state general fund in fiscal year 2015-2016 to the department of education to implement the alternative teacher development program.

Requires the selected service provider to be a nonprofit 501(c)(3) organization that has provided alternative teacher recruitment and placement in Arizona for at least ten years and serves only low-income public schools.

Mandates annual reporting to the department of education on the number of teachers placed, students served, school districts involved, and matching funds raised by the service provider.

Requires the department of education to submit annual reports by December 15 to the governor and legislature evaluating program effectiveness and comparing academic achievement gains of students taught by program participants versus other beginning teachers.
