Amends section 28-363 to authorize the director of the Department of Transportation to develop, pilot, or implement virtual or electronic credentials, records, procedures, processes and systems as necessary to carry out the department's functions and duties.

Amends section 28-3169 to permit driver licenses to be displayed on a wireless communication device in a motor vehicle if the department implements procedures for virtual or electronic driver licenses.

Specifies that displaying a driver license on a wireless communication device does not grant law enforcement access to other contents of the device.

Allows a person charged with violating driver license possession requirements to produce either a legible physical driver license or a virtual or electronic driver license as a valid defense, though courts may require production of a physical license in certain cases.
