Requires credit card issuers doing business with state entities to charge the state's lowest available fee when their cards are used.

Allows state entities to request a certified statement from the issuer confirming the fee charged is the issuer's lowest fee.

Grants the Attorney General enforcement authority in cooperation with the State Treasurer to ensure compliance.

Establishes a civil penalty of three times the fee charged to a state entity for violations of this requirement.
