Exempts the Arizona Medical Board from standard rulemaking procedures for one year to adopt rules implementing the act, requiring only 30 days public notice and comment period.

Directs the board to issue a request for information to vendors regarding available credentialing and verification services, without requiring the board to actually outsource these functions.
